What is the 「Prepaid Dongbaek Pass」?
The 「Prepaid Dongbaek Pass」 is a newly introduced service aimed at foreigners and individuals who find it difficult to obtain post-paid transportation cards. Users can receive the 'Dongbaekjeon Prepaid Transportation Card' and enroll in Dongbaek Pass via the Dongbaekjeon app or at Busan Bank branches.
When using public transportation in Busan, the fare paid is partially refunded the following month through the Dongbaekjeon app (as policy support funding).Example : Usage from April 1st to April 30th

When using the 'Dongbaekjeon Prepaid Transportation Card' to ride Busan public transportation, if the monthly usage exceeds 45,000 KRW (from the 1st to the last day of the month), up to 45,000 KRW will be refunded through Dongbaekjeon.
Examples :
- When the amount spent on Busan public transportation is 45,000 KRW or under. → No refund.
- When the amount spent on Busan public transportation is 46,000 KRW → The refund amount is 1,000 KRW (46,000 KRW - 45,000 KRW).
- When the amount spent on Busan public transportation is 70,000 KRW → The refund amount is 25,000 KRW (70,000 KRW - 45,000 KRW).
- When the amount spent on Busan public transportation is 90,000 KRW → The refund amount is 45,000 KRW (90,000 KRW - 45,000 KRW).
- When the amount spent on Busan public transportation is 100,000 KRW → The refund amount is 45,000 KRW (maximum refund amount is 45,000 KRW).
Eligibility
Anyone using the 'Dongbaekjeon Prepaid Transportation Card' to ride Busan public transportation.
※ Visit Busan Bank branches if using a 2G phone or a smartphone not registered in one's own name.
Applicable Public Transportation
Busan city buses, village buses, urban rails (metro), light rail, and the Donghae Line.
※ Excludes No. 2000s buses
Issuance of 'Dongbaekjeon Prepaid Transportation Card' for Foreigners and How to Use
- Prerequisite: Issuance of the 'Dongbaekjeon Prepaid Transportation Card' is available only to holders of a foreign registration card.
- For holders of a foreign registration card using a smartphone registered in one's own name:
- ① Issuance of the 'Dongbaekjeon Prepaid Transportation Card' and enrollment in Dongbaek Pass via the Dongbaekjeon app or Busan Bank branches.
- ② Charging the Dongbaekjeon Prepaid Transportation Card at convenience stores or urban railway stations allows users to ride public transportation.
- ③ Usage history and refund amounts can be checked via the Dongbaekjeon app or at Busan Bank branches.
- For holders of a foreign registration card using 2G phones or smartphones not registered in one's own name:
- ① Issuance of the 'Dongbaekjeon Prepaid Transportation Card' and enrollment in Dongbaek Pass at Busan Bank branches.
※ Issuance of the 'Dongbaekjeon Prepaid Transportation Card' and enrollment in Dongbaek Pass via the Dongbaekjeon app are not available. - ② Charging the Dongbaekjeon Prepaid Transportation Card at convenience stores or urban railway stations allows users to ride public transportation.

- Registration to 「Dongbaek Pass」 is mandatory via the Dongbaekjeon app or Busan Bank branch.
- Physical card usage is mandatory.
※ Fares paid through mobile payment methods, such as Samsung Pay are not included in the Dongbaek Pass records.

Q1. When can I start using the 「Prepaid Dongbaek Pass」?
The issuance of the ‘Dongbaekjeon Prepaid Transportation Card’ and the use of the 「Prepaid Dongbaek Pass」 will be available starting from March 18, 2024.
Q2. What is the age requirement for issuing the ‘Dongbaekjeon Prepaid Transportation Card’?
The ‘Dongbaekjeon Prepaid Transportation Card’ is available for anyone aged 18 and above.
※ However, those who are 18 years old must pay adult fares to be recognized in the Dongbaek Pass records and to receive refund benefits.
The "Youth Dongbaek Pass," which applies youth fares for those aged 13 to 18, will introduce a separate refund policy in the second half of 2024.
Q3. What are the methods and limits for charging the ‘Dongbaekjeon Prepaid Transportation Card’?
- ① Transportation Fare Charging (limit: 500,000 KRW): Convenience stores, urban railway stations, 모바일이즐 app
- ② Dongbaekjeon Charging (limit: 1,500,000 KRW): Dongbaekjeon app or Busan Bank branches, ATMs
Q4. Are fares for two or more persons included in the Dongbaek Pass usage record?
To prevent misuse, fares for two or more persons paid together will be excluded from the Dongbaek Pass records.
Only fares paid for individual rides by one person will be recognized in the usage records.
※ When two or more persons ride together and one person pays the fare with their card, the payment for both the cardholder (1 person)
and the accompanying passenger(s) will not be recognized in the Dongbaek Pass records (only records of fares paid per person per card will be recognized).
Q5. Can I receive a refund for public transportation fares if I terminate my Dongbaek Pass?
When terminating the "Dongbaek Pass" service, you will not be able to receive a refund for public transportation usage for that month as the amount will be deemed forfeited.
