Background
- Changes to Busan's port area, such as the construction of Busan New Port, have created the need to re-organize port functions
- Societal shifts have increased the demand for a developed modern waterfront area
- In the 21st century there is a need for an integrated passenger terminal
- Simultaneous development of the port and surrounding area is needed, in particular the once dynamic and vibrant living environment of the former downtown core of Busan, in order to revitalize the heart of the city.
Purpose
- Transform the port into an international marine tourism hub located within the southeast coast tourism belt
- Develop the port to serve as a gateway to the Eurasian continent and remain a focal point for global shipping
- Create opportunities for residents to enjoy leisure activities within the newly developed waterfront area
- Stimulate the stagnant local economy and revitalize Busan through the integrated development of the port and former downtown area.

Busan North Port Geographical Conditions
- Busan North Port, situated at a pivotal point within Korea’s southeast coast tourism belt, serves as a key gateway to the Eurasian continent as it is located near the Busan train station, which is to be the future terminus for trains transiting to and from Europe and Asia.
- The port redevelopment area possesses great potential as it will be encompassed within a revamped commercial district according to the city of Busan's urban plans for the year 2020. In addition, the area is also adjacent to central commercial zones in Busan, such as Nampo-dong, Gwangbok-dong, Jagalchi and the 2nd Lotte World skyscraper currently under construction.
- With high expectations from Busan residents, political and social attention is being focused squarely on the project, which is expected to contribute to the revitalization of the local economy.
Busan North Port Redevelopment Project
- Overview
- Offering a gateway between the Eurasian continent and Pacific Ocean, thereby allowing Busan to solidify its status as an internationally important hub.
- Securing the city's status as an international marine tourism city through the development of a waterfront area that meets international standards, and at the same time provide residents with a variety of urban waterfront facilities and spaces.
- Revitalizing the heart of the old city center and local economy through the simultaneous development of the North Port and surrounding area.
Busan North Port Redevelopment Project
The Busan North Port Redevelopment Project is subdivided into the following three concepts:
- City Structure Concept: International marine tour city, gateway for sea transportation, environmentally-friendly complex city
- City Function Concept: Its tourism function that attracts global visitors, its marine function that facilitates sea transportation, its history function that seeks to restore the identity of the city
- City Design Concept: Rising sun, dynamic waves, soaring sea gull symbolizing opportunity, a new beginning and the city reaching new heights as an international city.
Port Layout (tentative)
Commercial · Business District
- The commercial/business district is a highly accessible business area located between Busan Station (KTX) and the International Passenger and Cruise Terminal.
- It possesses world-class shopping malls, financial institutions and hotels. The district has been designed to accommodate the maximize number of businesses and functions within the designated area.
- Area: 45,969㎡

- Commercial complex functions: shopping malls, recreational facilities
- Business support functions: international businesses, international conference halls, hotels
- Building coverage rate: 60% or less
- Floor area ratio: 100% or less

IT · Media · Exhibition District
- The district has been designed to be a vibrant place full of visually pleasing media content. In addition, various forms of media have been establishment, such as broadcasting, plays, and animation movies in order to offer dynamic entertainment and maximize the synergetic relationship between the area’s businesses.

Maritime Cultural District (Landmark District)
- As the most symbolic district with concentrated office buildings, we want to turn this area into a landmark that revives the local economy in order to foster the district’s growth and attract countless Busan citizens and visitors throughout the year.

- Leisure function: resorts, deluxe hotel, water park, aquarium, etc. (*Permitted except for non-permitted purposes; Non-permitted purposes: residences, factories, warehouses, dangerous goods facilities, etc.)

Maritime Cultural DistrictMaritime Cultural District
- We plan to construct an open space with canals and large-scale waterfront parks by harmonizing tourism, leisure sports, culture and art assets together in order to create a cultural district that best represents the city.

- Commercial function: department store, shopping mall, office buildings

Complex Urban District
- We seek to create a new type of urban waterfront residential space by linking the waterside area with marina facilities in order to prevent the doughnut effect of the city center.

- Commercial & Sales function: complex shopping mall, theme restaurant
- Residential function: apartment houses, multipurpose building

Multi-purpose Port District
- We aim to link the passenger terminal, a gateway for marine transportation that accounts for most of the demand in the Republic of Korea, with the commercial·business district in order to form a multi-purpose port district for international exchanges that generates synergy between commercial and business activities.
