Busan Metropolitan City Ordinance on Support for Youth and Young Adults Providing Family Care

Busan Metropolitan City Ordinance No. 7338, 3. July, 2024., Enactment
- Article 1 (Purpose)
- The purpose of this Ordinance is to establish provisions for supporting youth and young adults who provide family care, thereby alleviating their caregiving burden, promoting their welfare, and improving their quality of life.
- Article 2 (Definitions)
- The terms used in this ordinance are defined as follows:
- 1. The term "Family" means family members as defined in Article 779 of the Civil Act.
- 2. The term “Youth and Young Adults Providing Family Care” means individuals between the ages of 9 and 39 who are registered residents of Busan Metropolitan City and who provide care or take on the primary responsibility for supporting family members with issues such as aging, disability, mental or physical illness, or substance and alcohol abuse.
- Article 3 (Responsibilities of the Mayor)
- (1) The Mayor of Busan Metropolitan City (hereinafter referred to as “Mayor”) shall endeavor to implement policies and create the necessary conditions to alleviate the caregiving burden and enhance the welfare of youth and young adults providing family care.
- (2) The Mayor shall establish an efficient delivery system for family care support policies and strive to secure the necessary organization, personnel, and budget.
- Article 4 (Relation to Other Ordinances)
- Unless otherwise specified in other ordinances, this Ordinance shall govern support for youth and young adults providing family care.
- Article 5 (Formulation of Basic Plans)
- (1) The Mayor shall formulate and implement a basic plan (hereinafter referred to as “Basic Plan”) every five years for supporting youth and young adults providing family care. The Basic Plan shall include the following:
- 1. Fundamental goals and directions for the policies
- 2. Identification of support recipients and operation of counseling services
- 3. Development and operation of support programs
- 4. Recruitment and allocation of support personnel, and establishment of cooperation systems
- 5. Securing financial resources for support
- 6. Other necessary matters recognized by the Mayor
- (2) The Mayor shall formulate and implement an annual action plan based on the Basic Plan.
- Article 6 (Surveys and Fact-Finding)
- (1) The Mayor may conduct surveys on the living conditions of youth and young adults providing family care to efficiently formulate the Basic Plan and action plans.
- (2) The Mayor may commission professional organizations or institutions to conduct these surveys.
- (3) The Mayor may collect and manage statistical information necessary to devise support measures for youth and young adults providing family care.
- Article 7 (Support Projects)
- (1) The Mayor may implement the following programs to support youth and young adults providing family care:
- 1. Care and household services for family members in need
- 2. Housing and livelihood support for youth and young adults and their families
- 3. Emotional and psychological counseling for youth and young adults and their families
- 4. Educational support for youth and young adults
- 5. Vocational training and employment support for youth and young adults
- 6. Support for cultural and recreational activities
- 7. Provision of necessary caregiving supplies
- 8. Programs to identify youth and young adults providing family care
- 9. Other support measures deemed necessary by the Mayor
- (2) The Mayor shall determine the specific details and procedures for the implementation of the projects under paragraph (1).
- (3) The Mayor may entrust all or part of the projects to related agencies or organizations.
- Article 8 (Financial Support)
- The Mayor may provide necessary financial support within the budget to Gu/Gun, related institutions, or organizations that carry out support projects under Article 7.
- Article 9 (Consultation with Experts)
- The Mayor may consult with experts, institutions, or organizations to promote specialized policies for youth and young adults providing family care.
- Article 10 (Establishment of Cooperation Systems)
- The Mayor shall actively cooperate with central administrative agencies, local governments, and related organizations to efficiently implement support policies for youth and young adults providing family care. The Mayor may also enter into cooperation agreements if necessary.
- Article 11 (Limitation of Overlapping Support)
- If youth and young adults providing family care and their families are already receiving similar support under other laws or ordinances, support under this Ordinance may be limited.

- This ordinance shall enter into force on the date of its promulgation.
