Busan Metropolitan City Ordinance on Child care Support

Busan Metropolitan City Ordinance No. 7304, 22. May, 2024., Enactment
- Article 1 (Purpose)
- The purpose of this Ordinance is to support family child care services, enhance the welfare of children, improve the quality of life for family members by promoting work-life balance for guardians, and foster a child-rearing-friendly social environment.
- Article 2 (Definitions)
- The terms used in this Ordinance are defined as follows:
- 1. The term “Service Provider” means an institution designated by the Mayor of Busan Metropolitan City (hereinafter referred to as “Mayor”) or the district or county head in accordance with Article 11 of the Child care Support Act (hereinafter referred to as “Act”) to provide child care services.
- 2. Other terms used in this Ordinance follow the definitions in Article 2 of the Act.
- Article 3 (Responsibilities of the Mayor)
- The Mayor shall create a stable support environment to enable guardians to fulfill their child care responsibilities and establish and implement policies to achieve this.
- Article 4 (Establishment and Implementation of Comprehensive Plans)
- The Mayor shall annually establish and implement a comprehensive plan that includes the following:
- 1. Policy goals and infrastructure development for child care support.
- 2. Achievements in child care support from the previous year.
- 3. Financial resource allocation for child care support.
- 4. Education and training for improving the quality of child care services.
- 5. Measures to promote child care support projects.
- 6. Other matters deemed necessary by the Mayor for child care support.
- Article 5 (Support Projects)
- The Mayor shall implement the following child care support projects (hereinafter referred to as “Support Projects”):
- 1. Financial support for child care services.
- 2. Projects to improve the treatment of child care workers.
- 3. Projects to improve the treatment of staff at service provider institutions.
- 4. Education and publicity to promote child care services.
- 5. Other projects deemed necessary by the Mayor for child care support.
- Article 6 (Designation and Operation of the Metropolitan Child Care Support Center)
- The Mayor shall designate and operate the Busan Metropolitan City Metropolitan Child Care Support Center in accordance with Article 10-4 of the Act to efficiently manage child care workers and provide child care services.
- Article 7 (Entrustment of Services)
- (1) The Mayor may entrust all or part of the Support Projects to nonprofit corporations or organizations to enhance the efficiency of child care support.
- (2) When entrusting services under paragraph (1), the Mayor may provide necessary financial support within the budget to the entity entrusted with the project.
- (3) Matters not specified in this Ordinance regarding the entrust of services shall be governed by the Busan Metropolitan City Framework Ordinance on the Entrustment and the Busan Metropolitan City Ordinance on the Entrustment and Agency of Affairs to Public Institutions.
- Article 8 (Establishment of Cooperative Systems)
- The Mayor shall establish cooperative systems with central administrative agencies, Gu/Gun, and relevant institutions or organizations to ensure effective child care support.
- Article 9 (Publicity)
- (1) The Mayor shall actively promote child care services to guardians, child care workers, and service providers to enhance understanding and encourage participation.
- (2) The Mayor may use the Busan Metropolitan City Gazette and the Busan Metropolitan City website as publicity tools.
- Article 10 (Awards)
- The Mayor may grant awards to corporations, organizations, or individuals who have made significant contributions to child care services in accordance with the Busan Metropolitan City Ordinance on Awards.
ADDENDA
Ordinance No. 7304, 22. May, 2024.
- Article 1 (Enforcement Date)
- This ordinance shall enter into force on the date of its promulgation.
- Article 2 (Transitional Measures concerning Comprehensive Plans)
- Comprehensive plans established and implemented before the enforcement of this Ordinance shall be deemed to be the comprehensive child care plans established under Article 4.
- Article 3 (Transitional Measures concerning Metropolitan Child Care Support Center)
- The Metropolitan Child Care Support Center designated and operated before the enforcement of this Ordinance shall be deemed to be designated and operated under Article 6.
