Busan Metropolitan City Ordinance on the Promotion and Support of Healing Agriculture

Busan Metropolitan City Ordinance No. 7265, 3. April, 2024., Enactment

  • Article 1 (Purpose)
  • The purpose of this ordinance is to establish provisions necessary for the promotion and support of healing agriculture in Busan Metropolitan City, thereby contributing to the sustainable development of both urban and rural areas, enhancing the health of Busan citizens, and improving their quality of life.
  • Article 2 (Definitions)
  • The terms used in this ordinance shall have the meanings as defined in Article 2 of the Act on the Research, Development, and Promotion of Healing Agriculture (hereinafter referred to as "Act").
  • Article 3 (Responsibilities of the Mayor)
  • (1) The Mayor of Busan Metropolitan City (hereinafter referred to as "Mayor") shall formulate and implement policies necessary for the promotion and support of therapeutic agriculture.
  • (2) The Mayor shall prepare administrative, financial, and technical support measures necessary for the formulation and implementation of the policies referred to in paragraph (1).
  • Article 4 (Current Situation Survey)
  • The Mayor may conduct current situation surveys on healing agriculture in order to efficiently formulate and implement the basic plan and policies necessary for the promotion and support of healing agriculture.
  • Article 5 (Formulation of Basic Plan)
  • (1) The Mayor may establish a Healing Agriculture Promotion Basic Plan (hereinafter referred to as "Basic Plan") to promote and support healing agriculture.
  • (2) The Basic Plan shall include the following:
    • 1. The current status and outlook of healing agriculture
    • 2. Goals and directions for promoting healing agriculture
    • 3. Plans for the development, dissemination, and expansion of healing agriculture-related technologies
    • 4. Plans for the operation of training programs and the cultivation of professional manpower for healing agriculture
    • 5. Plans for establishing public-private cooperation systems and international cooperation for healing agriculture
    • 6. Other matters deemed necessary by the Mayor for the promotion of healing agriculture
  • Article 6 (Promotion of Projects and Support)
  • (1) The Mayor may implement the following projects to promote healing agriculture and establish a foundation for its development:
    • 1. Investigation and discovery of healing agriculture resources
    • 2. Development and dissemination of programs for providing healing agriculture services
    • 3. Research and development and dissemination of technologies related to healing agriculture
    • 4. Education and training for the cultivation of professional manpower in healing agriculture
    • 5. Support for entrepreneurship and quality improvement related to healing agriculture
    • 6. Establishment and operation of educational, experiential, and promotional facilities related to healing agriculture services
    • 7. Other projects deemed necessary by the Mayor to promote healing agriculture
  • (2) The Mayor may provide financial support within the budget to institutions or organizations that carry out projects listed in paragraph (1).
  • Article 7 (Establishment of the Healing Agriculture Committee)
  • (1) The Mayor shall establish the Busan Metropolitan City Healing Agriculture Committee (hereinafter referred to as "Committee") to deliberate on matters related to the promotion and support of healing agriculture.
  • (2) The Committee shall deliberate and decide on the following matters:
    • 1. Formulation and revision of the Basic Plan
    • 2. Promotion and support of healing agriculture-related projects
    • 3. Other matters deemed necessary by the Mayor for the promotion and support of healing agriculture
  • Article 8 (Composition of the Committee)
  • (1) The Committee shall consist of no more than 10 members, including one chairperson and one vice-chairperson. The chairperson shall be the Director of the Agricultural Technology Center, and the vice-chairperson shall be elected from among the appointed members.
  • (2) The ex officio member shall be the team leader in charge of healing agriculture at the Agricultural Technology Center, and the appointed members shall be appointed by the Mayor, considering gender balance, from among the following:
    • 1. Members of the Busan Metropolitan Council
    • 2. Persons with extensive knowledge and experience in healing agriculture
    • 3. Persons qualified as healing agriculture practitioners under Article 11 of the Act
    • 4. Persons recommended by organizations related to healing agriculture
  • (3) The term of office for appointed members shall be two years, and they may be reappointed for one additional term.
  • (4) One secretary shall be assigned for the efficient operation of the Committee, and the secretary shall be a staff member in charge of healing agriculture.
  • Article 9 (Meetings of the Committee)
  • (1) The Committee shall hold a regular meeting once a year, and an extraordinary meeting may be convened upon the request of one-third of the members or as deemed necessary by the chairperson.
  • (2) A meeting of the Committee shall be convened with a majority of the members in attendance and decisions shall be made by a majority vote of those present.
  • Article 10 (Establishment and Operation of the Healing Agriculture Center)
  • (1) The Mayor may establish and operate a Healing Agriculture Center (hereinafter referred to as "Center") to efficiently carry out the projects necessary for promoting healing agriculture as referred to in Article 6 (1).
  • (2) The details regarding the establishment and operation of the Center shall be separately determined by the Mayor.
  • Article 11 (Establishment of Cooperation Systems)
  • The Mayor may establish cooperation systems with relevant administrative agencies, corporations or organizations, educational institutions, and enterprises to promote healing agriculture.
  • Article 12 (Awards)
  • The Mayor may grant awards to individuals, organizations, institutions, or public officials who have made outstanding contributions to the promotion and development of healing agriculture in accordance with the "Busan Metropolitan City Ordinance on Awards."

  • This ordinance shall enter into force on the date of its promulgation.
