Busan Metropolitan City Ordinance on the Promotion and Support of the Floral Industry

- Article 1 (Purpose)
- The purpose of this Ordinance is to stipulate the necessary measures for the promotion and support of the floral industry in Busan Metropolitan City, thereby contributing to its development, fostering floral culture, enhancing the local economy, and improving citizens' quality of life.
- Article 2 (Definitions)
- The terms used in this Ordinance shall have the meanings as defined in Article 2 of the Act on the Promotion of the Floral Industry and Floral Culture (hereinafter referred to as "Act").
- Article 3 (Responsibilities of the Mayor)
- The Mayor of Busan Metropolitan City (hereinafter referred to as "Mayor") shall establish and implement policies necessary for the promotion of the floral industry and the advancement of floral culture.
- Article 4 (Formulation and Implementation of Implementation Plans)
- (1) In accordance with Article 6 of the Act, the Mayor shall formulate and implement a five-year implementation plan for the promotion of the floral industry and the advancement of floral culture (hereinafter referred to as "Implementation Plan").
- (2) The Implementation Plan shall include the following:
- 1. Current status of the floral industry and floral culture
- 2. Goals, basic directions, and strategies for the promotion of the floral industry and advancement of floral culture
- 3. Securing and allocating resources for the promotion of the floral industry and the advancement of floral culture
- 4. Division of roles among related institutions
- 5. Other matters deemed necessary by the Mayor for the promotion of the floral industry and advancement of floral culture
- Article 5 (Project Implementation and Support)
- (1) The Mayor may promote the following projects to advance the floral industry and foster floral culture:
- 1. Establishment and installation of infrastructure and equipment for the stable production and quality improvement of flowers
- 2. Improvement of distribution systems for efficient flower circulation
- 3. Development and dissemination of floral-related research and technology
- 4. Training of professionals in the floral industry and development of horticultural therapy programs
- 5. Promotion of flower consumption and the advancement of floral culture
- 6. Support for overseas market entry and export of flowers
- 7. Stabilization of the management of flower farms
- 8. Hosting floral industry exhibitions and fairs
- 9. Designation of regions for floral industry promotion
- 10. Other projects deemed necessary by the Mayor for the promotion of the floral industry and advancement of floral culture
- (2) The Mayor may provide budgetary support for the costs of implementing the projects outlined in paragraph (1) to corporations, organizations, or individuals.
- Article 6 (Promotion of Consumption)
- The Mayor may actively encourage public institutions to expand the use of flowers produced in Busan Metropolitan City to promote the development of the floral industry and foster floral culture.
- Article 7 (Inspection of Reused Floral Wreath Labels)
- (1) The Mayor shall establish an investigation plan and assign relevant public officials to inspect the appropriateness of reused floral wreath labels and verify any violations in accordance with Article 16 of the Act.
- (2) The specific details necessary for inspecting reused floral wreath labels shall be separately determined by the Mayor.
- Article 8 (Enforcement Rules)
- Matters necessary for the enforcement of this Ordinance shall be prescribed by rules.
ADDENDUM
Ordinance No. 7014, 16. August, 2023.
- This ordinance shall enter into force on the date of its promulgation.
