Busan’s 72 Revised Policies Across 6 Key Fields in 2025

□ Busan Metropolitan City has unveiled an ambitious and comprehensive plan for 2025, with 72 revised policies in six key fields to elevate citizens’ daily lives while minimizing disruptions caused by policy changes.

○ With a focus on a happier and more stable city, these measures are tailored to meet the diverse needs of citizens amidst ongoing economic uncertainties on both the domestic and global levels.


□ The six key fields are: ➊ Economy, Employment, Youth ➋ City, Transportation ➌ Health, Welfare ➍ Women, Childbirth, Childcare ➎ Safety, Environment, Hygiene ➏ Culture, Sports, Tourism. Below is an overview of the major initiatives in each field.


□ [Economy, Employment, Youth]

○ The establishment of a 180 billion won ‘Vitamin Plus' fund, which will increase loan limits to 80 million won for small business owners with poor or fair credit and offer compensation for a 1% interest rate difference.

○ The 'Busan Youth Joy of Working Card' will see a rise in maximum monthly income eligibility from 2,675,000 to 3,588,000 won, with the number of beneficiaries increasing from 1,650 to 2,000. The ‘Busan Youth Double Joy Account’ will support 6,000 young adults, up from the current 4,000, promoting greater financial independence.


□ [City, Transportation]

○ Baekyang Tunnel will become toll-free starting January 10th, following the end of its private sector management.

○ The 'Gwangandaegyo Smart Tolling System,' utilizing the High Pass system and video recognition technology, will go live on February 1st to alleviate traffic congestion in the Haeundae area and streamline payments.

○ Vehicles displaying maternity stickers will get a 50% public parking discount upon presenting proof of a pregnant passenger.


□ [Health, Welfare]

○ Eligibility criteria for basic livelihood recipients will be relaxed, and subsidies will be increased. Enhanced ‘Busan Care Services’ will also include hospital accompaniment and post-discharge care.

○ The minimum meal allowance for at-risk children under 18 will rise to 9,500 won, eliminating welfare gaps and ensuring adequate nutrition.

○ A one-time housing stabilization aid package will be allocated for victims of lease fraud.


□ [Women, Childbirth, Childcare]

○ Up to 1 million won per baby will be provided under the ‘Busan Postpartum Care Support’ for recovery and newborn care.

○ The scope of Nuri supplementary and daycare tuition support will be expanded. The city will also simplify documentation requirements and expedite payment processing for the ‘Busan Education Support Points for Multi-Child Families’ Program’.

○ To foster a nurturing learning environment, the Busan Children's English program, ‘Let's play with English at Deullak Nallak,’ will be available at 60 locations citywide.


□ [Safety, Environment, Hygiene]

○ We will weave a stronger social safety net, adding coverage for sexual abuse cases involving children under 12 years of age to the Citizen's Safety Insurance Plan. Insurance plans will also be expanded to encompass broader protections.

○ Plastic flowers will be banned in public cemetery parks and charnel houses, aligning with the city’s commitment to a low-carbon, green future.

○ A multilingual menu platform will be launched to assist local restaurants in catering to global travelers.


□ [Culture, Sports, Tourism]

○ The annual cultural pass support for low-income residents will increase to 140,000 won, and the 'Busan Youth 10,000-won Culture Pass’ will grow in scope and recipients.

○ The Busan Reading Culture Festival, tentatively named 'Outdoor Library,' will debut at unique outdoor venues, like beaches, encouraging greater cultural engagement.
