Revised Social Distancing Level 1 in the Busan Area

(Effective Saturday, November 7, 2020 until further notice)


Quarantine Measures for Prevention and Control

Required quarantine rules: wear a mask indoors, keep a visitor log, maintain 2-meter distancing among facility users, ventilate and disinfect regularly


1. Multi-use Facilities

▷ Priority facilities: Limit the number of people and comply with mandatory quarantine measures (wear a mask, keep a log of visitors, disinfect and ventilate)

▷ Regular facilities: Regular operations, follow the 3 mandatory quarantine measures (wear a mask, keep a log of visitors, disinfect and ventilate)

▷ Other facilities: Regular operations

▷ National and public facilities: Bicycle and horse racing limited to 50% of visitor capacity

▷ Social welfare facilities (including day care centers): Operating under strict quarantine measures

※Partial facilities’ operations shall be suspended and only provide emergency care in consideration of rising virus cases within a region or the risk/disinfection situation of facilities


2. Daily Life and Social & Economic Activities

▷ Mandatory to wear a face mask

‘priority’ facilities, ‘regular’ facilities’, places of assemblies and demonstrations, public transportation, medical centers, pharmacies, day and night care centers, nursing facilities, indoor sports stadiums, high risk workplaces (distribution and logistics centers, call centers), meetings and events where 500 people or more are expected to attend and have consulted with the local government

▷ Gatherings/Events: Events with over 500 participants shall be reported and discussed with local governments. Mandatory compliance with quarantine measures

▷ Sports activities: Limited spectators (50%)

▷Use of public transportation: Mandatory to wear a face mask

▷School: 2/3 student capacity recommended, can be adjusted

▷Religious activities: Seated one seat apart; eating discouraged (overnight events prohibited)

※Specific measures to be decided upon after discussion with religious circles according to quarantine and group infection situations when adjusting social distancing levels

▷Work Pattern:

Working from home recommended for a proportion of workers per organization/division (e.g: 1/5 of employees)

Mandatory wearing of face masks in businesses considered high risk (distribution and logistics centers, call centers)


Violations of quarantine rules: Fines of up to 100,000 won for individual violators and up to 3 million won for facility managers, business owners and operators.

COVID-19-Correct methods of wearing a mask
 Wearing a mask can prevent infectious diseases. 
1 Wash your hands thoroughly with soap and running water before putting on a mask
2 Place the mask tightly on the face, fully covering your mouth and nose. 
3 Do not put a towel, tissues, etc. in the mask.
4 Do not touch the mask while wearing the mask.
If you do, wash your hands thoroughly with soap and running water. 
5 Wash your hands with soap and running water after removing the mask, and remove the mask by touching its straps only.
A fold-type mask
1 Unfold the mask and roung the side edges.
2 Ensure its nose wire is facing upwards, ully covering your nose and mouth
3 Put the ear loops around your ears.
4 Use both hands to pinch the nose wire around your nose.
5 Keep the mask fit tightly on your face, checking air leakage. 
A cup-type mask
1 Gently hold the mask in your hand, letting the headbands hang downwards.
2 Place the mask on your face, covering your nose and chin. 
3 Pull the top strap over your head and secure it around the crown of your head. 
4 Pull the bottom strap over your head and secure it on the back of your neck with a holding device. 
5 Use both hands to pinch the nose wire around your nose.
6 Keep the mask fit tightly on your face, checking air leakage.
