Busan Metropolitan City Ordinance on Blood Donation Encouragement
- Article 1 (Purpose)
- The purpose of this Ordinance is to provide for the necessary matters to encourage blood donation in order to protect citizens' life and health by making condition of smooth supply and demand of blood through blood donation.
- Article 2 (Definitions)
- The definitions of terms used in this Ordinance are as follows:
- 1. The term "blood donation encouragement activities" means the activities which encourage healthy citizens to donate blood;
- 2. The term "blood donation encouragement business" means the business which makes supply and demand of blood stable by enhancing citizens' wills of blood donation and activities thereof through blood donation encouragement activities; and
- 3. The term "blood voluntary service activities" means that any individual or organization voluntarily provides time and effort for the blood donation encouragement activities without any price in order to enhance blood donation activities.
- Article 3 (Establishment and Implementation of Plan for Blood Donation Encouragement Business)(1) The Mayor of the Busan Metropolitan City (hereinafter referred to as the "Mayor") shall establish and implement the plan for blood donation encouragement business(hereinafter referred to as the "business plan") including following matters in order to enhance citizens' blood donation activities every year:

- 1. Basic direction of blood donation encouragement business;
- 2. Matters concerning public relations activities and counsel of blood donation encouragement activities;
- 3. Matters concerning financial support for blood donation encouragement; and
- 4. Other matters necessary for support of blood donation encouragement business.
- (2) The Mayor shall analyze and evaluate the performance of the blood donation encouragement business of corresponding year, and shall endeavor to reflect the results of those analysis and evaluation in the establishment of business plan of the next year.
- Article 4 (Support of Installation of Blood Donation Location)
- The Mayor may, in case where blood bank under subparagraph 2-2 of
Article 2 of the Blood Management Act requests installation of clean and
safe space for blood donation in the places falling under any of the
following subparagraphs, provide location or necessary support pursuant
to Acts and subordinate statutes:
- 1. Public places belonging to the Busan Metropolitan City (hereinafter referred to as the "City") and its offices;
- 2. Public places which are managed and operated by the institution, to which the City invested or contributed, or public corporation which the City founded pursuant to the Local Public Enterprises Act; or
- 3. Other public places in which clean and safe space can be installed for blood donation.
- Article 5 (Support to Blood Voluntary Service Activities, etc.)(1) The Mayor may, in case where he/she deems necessary, provide support of part of the operating expenses for the non-profit juristic persons or organizations which implement the blood voluntary service activities for the purpose of enhancing citizens' blood donation activities within the limit of the budget.
- (2) The Busan Metropolitan City Ordinance On the Management of Subsidies, and the Busan Metropolitan City Ordinance on Support For Voluntary Services shall apply to the procedure and the way of support of the operating expenses under paragraph (1).
- (3) The Mayor may exempt or reduce the admission fee to the public facilities pursuant to the related Acts, subordinate statutes, or Ordinances for the person who is confirmed to have donated blood.
- Article 6 (Reward)
- The Mayor may grant reward to the person who has accomplishments concerning blood donation in order to encourage blood donation.
- Article 7 (Publicity of Blood Donation Encouragement Activities)
- The Mayor shall endeavor to provide information for the citizen in the
ways falling under the following subparagraphs in order to efficiently
perform the blood donation encouragement activities:
- 1. Publicity through official report and internet homepage of the City;
- 2. Publicity through outdoor advertisements which are managed by the City, such as electronic display; and
- 3. Other ways to publicize blood donation encouragement.
- Article 8 (Obligation to Keep Secrets)
- Those who have been or are engaged in the blood donation encouragement business under this Ordinance shall not divulge any secrets which they have learned while on duty.
