- Secure international competitiveness for the distribution of fisheries products in preparation for rapid changes in international fisheries products distribution markets due to the establishment of WTO systems and the conclusion of FTA, etc.
- Stabilize fisheries product prices and securing food safety by establishing an aquatic products distribution system

Purpose of Establishment
- To adapt to the changing global environment of the fish industry, due to the FTA, appoint a hub city for the distribution of fish products in Northeast Asia in the 21st century and strengthen international competitiveness in the marine product processing industry.
- Additional purposes include installing modernized food safety facilities appropriate to HACCP standards and to elevate the marine product processing industry to a higher value-added sector.
